EU Poised to Reduce Net Emissions 54 Percent by 2030
The Commission’s evaluation of the final National Energy and Climate Plans (NECPs) submitted by member states reveals that current and planned actions are expected to reduce net EU emissions to roughly 54 percent below 1990 levels by 2030. This figure falls just shy of the 55 percent reduction requirement established under the European Climate Law.
This law commits the bloc to achieving climate neutrality by 2050, setting an interim milestone of slashing emissions by at least 55 percent by 2030.
Despite heightened ambitions from member states, the Commission notes persistent shortfalls in critical sectors.
The report points out that contributions from renewable energy and energy efficiency closely approach the EU’s 2030 targets of 42.5 percent and 11.7 percent, respectively. However, imbalances remain across other sectors.
In particular, sectors covered by the Effort Sharing Regulation—such as transport, buildings, and agriculture—are projected to cut emissions by only 38 percent compared to 2005 levels, falling short of the 40 percent goal.
Furthermore, the assessment identifies a significant deficit of 45 to 60 million tonnes in carbon sinks linked to land use, land-use change, and forestry. EU regulations require carbon sinks to achieve an additional net removal of 42 million tonnes of CO2 equivalent by 2030 compared with the 2016-2018 baseline. The current shortfall thus represents between 100 and 140 percent of that target.
